Leadership Team

Prior to founding PRC, Mr. Mills was Vice President, Headquarters Marketing, for Capital Associates Portfolio Company. He has held marketing and management positions with Capital Associates International and Beverly Hills Savings. He is a graduate of Harvard University and holds a degree in Finance from the London School of Economics.

Mr. Mizuguchi is responsible for driving the company’s growth strategy through collaboration with the FUYO Group. Before joining PRC, he held senior leadership roles at Sompo Japan Insurance and FUYO General Lease, focusing on global corporate clients and business development, and bringing over 35 years of experience in insurance and leasing. He earned a degree in Political Science from Keio University.

Mr. Emmons is responsible for finance, accounting, financial operations, and IT. Prior to PRC, Mr. Emmons led the finance, accounting and underwriting teams for a national semi-trailer dealership chain and held positions as the Sr. Director, Business Intelligence for a multi-billion dollar real estate development company, and the Sr. Director, Global Finance & Accounting for Agendia, Inc. Mr. Emmons is an active licensed CPA and holds a BS in Accounting from USC and an MBA from the University of California, Irvine.

Mr. Delgadillo is a Board Member of PRC. Mr. Delgadillo has more than 30 years of experience in litigation, economic development transactions, and government law and public policy. He holds an A.B. from Harvard University and J.D. from Columbia University School of Law.

Mr. Zepfel is responsible for overseeing all operational functions at PRC, including Account Management, Lease Admin, Accounts Receivable, Booking, Legal, and Portfolio Specialists. Before joining PRC, Mr. Zepfel held notable leadership positions at loanDepot, AAG, Bank of America, AXA Equitable, and Wells Fargo. He holds a BA in International Relations/Business from USC and an MBA from the University of California, Irvine.

Mr. Fukuda is responsible for supporting and developing finance operations and providing intermediary balance to ensure smooth management between PRC & Fuyo. Prior to joining PRC, Mr. Fukuda was the Deputy General Manager at Fuyo General Lease Co., Ltd. where he was responsible for engaging investments in foreign companies via mergers, and acquisitions. He is a graduate of Toyo University with a degree in Law.

Mr. Budnick is responsible for managing the sales force and actively helping service PRC’s major account relationships. Previously he was an Account Executive with PRC and has held regional management positions in the food and beverage industry. He is a graduate of Michigan State University with a degree in Business Administration.

Mrs. Moratalla oversees accounting and financial reporting at PRC. Before joining PRC, she served as Vice President of Internal Audits at Impact Mortgage, where she led the internal audit department. With extensive experience in internal and external audits across various industries, she is a licensed CPA, CIA, and CFE. Mrs. Moratalla holds a degree in Accountancy from the University of Santo Tomas.

Mr. Ochoa oversees the recruitment, training, and management of the Account Executive Team, as well as the supervision of the Marketing and Sales Operations Team with the goal of driving customer growth and acquiring new accounts. Prior to joining PRC, Mr. Ochoa served as a Business Development Director in the employee benefits insurance industry. He is a graduate of the University of Arizona and holds a degree in Political Science with a minor in Business Administration.

Prior to joining PRC in 2011 as a Portfolio Specialist, Mr. Tilley managed a family-owned business. Today, Mr. Tilley is responsible for leading the pricing, portfolio management, and remarketing teams. He is a graduate of the University of California, Irvine and received a degree in Business Economics.

Mr. Do oversees all aspects of Technology and Fintech transformation. Prior to joining the PRC team, he held prominent IT leadership roles at Adobe and Experian. He holds a BS in Computer Engineering from North Carolina State University and an MBA from CUI, Irvine, CA. He is a Certified Information Security Manager (CISM), Cisco Certified Network Associate (CCNA) and Project Management Professional (PMP).

Mrs. Merchant is responsible for developing and implementing customer experience strategies that drive retention and growth, establishing a customer-centric culture across the organization. Prior to joining PRC, Mrs. Merchant held customer experience leadership roles in investment management, lending, and tech industries. She is a certified Six-Sigma Black Belt and received a Bachelor’s degree in Psychology from Tulane University and an MBA from the Quantic School of Business and Technology.

Mr. Chase is responsible for all legal and compliance matters. In addition, he leads business development to expand revenue opportunities. Prior to joining the PRC team, he worked in various leadership roles at Keller Williams Realty, Inc., driving global expansion to more than 50 countries. He received his J.D. from UNLV Law School and his MBA from the BYU Marriott School of Business.

Mr. Kassa oversees all Capital Markets functions at PRC, including ABS Securitizations, Private Placements, ABS Warehousing, and Credit. With over 20 years of experience in the financial services industry, Mr. Kassa previously served as VP of Finance at loanDepot, managing Portfolio Management and ABS, and held VP roles in MBS Portfolio Management at U.S. Bank and Bank of America. He is a graduate of Bob Jones University in South Carolina and holds a Master of Business Administration degree.

Mrs. Williams is responsible for driving organizational development, employee experience, and HR strategies to enhance business growth and employee engagement. With 17 years of experience in human resources and executive leadership, she has a strong background in financial services, specializing in talent management, leadership development, and DEIB initiatives. Mrs. Williams holds an M.S. in Industrial-Organizational Psychology from Vanguard University and is passionate about empowering leaders and teams through a people-first approach.
